New Multilateral Interoperability Programme (MIP) International Standard for C2 Low Bandwidth Interoperability adopt DDS

eProsima, as part of the Spanish Army Delegation for International C2 standards, has been contributing during the last year to the creation a new International standard for C2 interoperability in low bandwidth scenarios.

This new standard takes proven solutions from the Spanish National Standard for C2 Interoperability called Tactical Data Interface (IDT), including the use of DDS with some optimizations for low bandwidth scenarios. 

About Multilateral Interoperability Programme (MIP)

The Multilateral Interoperability Programme referred to as MIP, is an interoperability organisation established by national Command and Control Information Systems (C2IS) developers with a requirement to share relevant Command and Control information in a multinational or coalition environment.

As a result of collaboration within the programme, MIP produces a set of specifications which when implemented by the nations, provide the required interoperability capability.

New MIP Standard: ADEM

The Alternate Development and Exchange Method (ADEM) provides the means to exchange the Current Situation using the semantics of the main MIP data model, the Joint Consultation, Command and Control Information Exchange Data Model (JC3IEDM) v3.1.41 . ADEM offers a paradigm shift in information exchanges. It enables simple and extensible information exchanges while remaining faithful to the JC3IEDM information model but utilizing existing open standards. Thus it opens the possibility of exchanges to Communities of Interest (COI) who may not be willing or able to implement the MIP DEM specification. ADEM is focused on exchanging Current Situation information. This is a core capability of the MIP Community of Interest (COI) where it can make significant contributions to partner COIs. Bridging the gap between the MIP and partner COIs is expected to improve the quality and sharing of information across mission partners.

ADEM for Low Bandwidth

ADEM introduces the possibility of C2 interoperability for Low Bandwidth environments such as Tactical Radios and Satellites. The Specification uses proven solutions from the Spanish National Standard for C2 interoperability called Tactical Data Interface (IDT):

  • DDS as the default middleware with optimizations for Low Bandwidth Data links.
  • Optimized Data Model defined using the Interface Definition Language (IDL) used by DDS.
  • Compressed Binary Data Serialization

DDS Implementations: RTI Connext DDS

Among the available DDS implementations we selected RTI Connext DDS as the default implementation of DDS for ADEM (and the corresponding national standard, IDT), and it has been tested using other implementations to guarantee an Open Standard.

Role of eProsima and the Spanish Army.

The Spanish Army C2 Interoperability Section (JCISAT Unit) selected eProsima to develop this new standard and attend to the MIP meetings.

eProsima is also the responsible of the Spanish National Standard for C2 interoperability (IDT), and supports JCISAT in the areas of Middleware and different C2 Data Models.
